Cabinet collective responsibility: North Sea drilling decision?

Does the Cabinet not have collective responsibility? Is the PM not in charge?
Can each minister really do what they want?

Sir Keir Starmer has said it is Ed Miliband’s decision whether Britain drills for oil and gas in the North Sea. LINK Telegraph

Keith Starmer is correct the legislation is clear it's secretary of state.

Ironic that the Conservatives even brought it up.....the legislation was passed by them when they were in office!

The legislation is free to go read!

It sounds bonkers. Whoever decided it.

They're a Government. Not individual decision makers. No wonder the country has been going to shit for a long time.

I now part of the problem is that they don't think longer than keeping their seat. We need long term planning for the good of the country.

It’s pretty typical for SoS to have the authority to make decisions relating to the remit of their department and that, in principle, isn’t new?

Do we want the PM sat up all night every night with a Red Bull making the decisions for every arm of government?
