How do I go about sewing up the bottom of these cargo trousers after an A&E trip Blush

I have a sewing machine that I could use, but I'm quite inexperienced.

Ladder stitch by hand first? Then machine along hem? Patch on the inside?

Not going to be easy to do invisibly so you could make a virtue of that and do a visible mend. You could use iron on mending tape on the inside to hold it in place, then do something on the outside to cover the torn edges, maybe a length of ribbon or binding or trim. Visible mending v trendy so lots of videos online.

I, personally, love visible mending, but the person wearing these would not Grin Shame.

If an invisible repair is the aim it might be possible to unpick the two lines of over stitching on the seam next to the cut and see if you could tuck the raw edge in and resew the seam? Or you could make them into shorts😂.
