How to get a drunk driver taken seriously?

We have an ex family member who went off the rails years ago. He is the ex husband of a cousin who no longer lives in the UK. Unfortunately we live close to him and witness him falling in and out of his vehicle (he has two, a van and a small car) most days, often having to pat his hands along the roof to get around it as he can't hold himself upright. We have seen him falling out of the driver seat into the road, spilling bottles out of a bag. He is very close to either killing someone or himself. This is every day of the week and from morning until evening. He doesn't work but evidently has places to go.

Have logged this with police three times and crimestoppers twice. Nothing happens. Is there a way to push this forward?

When you see him drive off, call 999 and report a drunk driver driving erratically and dangerously?

Done this, it feels frustrating. As far as I know he has been reported by other residents and nothing. God knows what's going on.

It's easier for the police to act if you 999 it when the actual offence is occurring.

No advice from police really, very much moved us along.
We haven't spoken to him directly about it in a long time since he goes out of his way to avoid communicating. He is really in deep with his addiction and difficult to start a chat with now. It's a horrible thing but he really does need to be caught, I don't want to live with a fatality on my conscience even though i've reported it.

If they're not responding to 999 calls, I don't think there's a lot else you can do.

Deflate his tyres so he can’t drive ? The irony is that he would report it to police and they’d probably come round and arrest you !

Keep persevering - can you film him? Maybe use your dash cam to record and follow safely from a distance. There is no law against recording someone in public- can you record him drunk falling out of car? Then submit the evidence as witnesses. Maybe get a few other witnesses? Then keep filing police reports.

Escalate it to an inspector and if still nothing, make a complaint. Drink-driving presents a very real risk to the public and the risk sits with the force if they do not at least try to stop him. Hopefully you have his reg number, and as you have already tried to do, call them whenever you know he is out and about driving. Or, do you have a neighbourhood policing team you can contact directly?
