Illegal road bike ridden by school child

So on school run today I came up behind a child (in school uniform so max age 16) riding what looked like a normal bicycle. Thing is he travelled at 30mph for about 2 miles without pedalling once. This included stopping at junctions and starting off again. So clearly running from some kind of motor.
Am I right in thinking this is not legal? Also who should I report to, school or police? Will anyone be interested/concerned for his safety?

Report to the police. They are classed a motorbikes and are, rightly so, illegal.

In the sense I know which school, and that he has a mostly black bike with some red spots and wore a red helmet.
I guess he would need to be caught in the act.

Do you travel along that road often? Presumably you do. You will likely see him again

I would wait until I see him again and then either take a photo or be very very clear about what you see so he can be identified.

If it was definitely 30mph then report, electric bikes don't go that fast so it's not that.

I also think legal electric bike need to be pedalled to go forwards, mine certainly does.

Electric bikes are (or should be) limited to a maximum speed of 15 mph.

If you have an exact time and location then they might be able to track them down on CCTV, they might think it's worth trying to catch them at it again. It's an accident waiting to happen.

I hate these illegal electric motorcycles. Normal legal ebikes are only pedal assist and limited to 15mph. The dangerous things ridden around by deliveroo riders and the like aren't safe, particularly for a child. If he's only max 16 then presumably his parents have bought it for him so they wouldn't care about the legal risks or safety risks. But I'd assume the school would if he's using it to get to/from school - it would be a safeguarding risk for one of their pupils. Worth raising with them. They should only need to go look at the bike shed and see what supposed "ebikes" are locked up there, and query with the pupil/parent about the legality of it.
