Why is it that people don’t put reins on toddlers any.. when I had young children every one used them

A lot of people do.
They tend to be the type attached to a small backpack or the ones that go around wrists.

I had 3 under 5 at one point so really appreciated reins!

My eldest now has her own toddler and i encouraged buying a set of reins (Boots) and she was unsure if she'd use them at first but they had their first 'real' use walking by a river recently and she was so glad of them! They weren't expensive.

Didn't need to. Both mine were late to walk and weren't bolters. Were happy to hold hands. No judgement of people who use them where needed but they are needed for everyone.

My eldest needed reins as he ran at 10 months and wasn't concerned about going the same direction as the rest of us. Ds2 was more chilled and walked a lot later so was much less of an issue. But I think lots still do use them.

DD is now a teenager but we had a wrist strap. I wanted her to learn to hold hands while walking when we were out so we had that as a "just in case" security. With reins I felt she would always be going off ahead.
That worked for us but it's what people find works for them.
