What does this sentence mean? ( DV and ethnicity related)

Domestic abuse disproportionately affects women from minority ethnic groups due to long-standing structural inequalities, which can have adverse effects on mental health

What do you think this is saying?

This is because of structural inequalities such as not being allowed to have jobs, or friends, or the opportunity to learn English: things that could help them out of the DV situation

The structural inequalities are the response from police, social work and health services to women who report domestic abuse. The lack of culturally aware services and infrastructure to support. All the things you mention are of course relevant but structural racism compounds them.

But in that case the sentence would be:

Poor response to domestic abuse disproportionately affects women from minority ethnic groups due to long-standing structural inequalities

See, I guess I can't see the point of putting the bit in about it adversely affecting the women's mental health. Of course it does. And it affects white women's health too. That's not something peculiar to women of ethnic minorities, so why include it?. Why not just stop the sentence at 'Domestic abuse disproportionately affects women from minority ethnic groups'.?

The point of it is because if it's a policy document it's important to point out the problems caused by domestic violence rather than assuming that anybody reading will automatically know what they are.

However it's an interesting thought experiment isn't it, to see where this ends.

It seems that "affecting mental health" is obviously a negative outcome with no explanation/qualification needed, whereas "domestic violence" is not.

I think its clear, by the different interpretations here of that sentence, that the writer has not explained their underlying thinking well, but has assumed that everyone will know what s/he means ( we don't!)

would appear to be saying its the structural inequalities which are having the adverse effects on mental health, rather than the DV.
