Rodent in the ceiling (trigger warning)

I'm dealing with an ongoing issue here and I'm wondering if there's anything else I can do. I own my house freehold, but we have a leasehold communal area. One of my neighbours, who is a tenant, keeps throwing their food scraps directly into the vegetation in this private communal area. They don't have permission from the landowner to do this, and it's attracting a lot of mice.
I tried knocking on their door to politely ask them to stop, but they just laughed and didn't take it seriously. So, I then spoke to their landlord, but nothing has happened. The management company isn't bothering with it either, and I've even informed the council, but they haven't gotten back to me.
I've never had issues with rodents before, but since they moved in, I've started having mice running across my ceiling. I set some traps in the shed and caught two of them the very next morning. They make so much noise between 12 AM and 7 AM every day, which is making my husband and I unable to sleep.
At first, I thought the noise was coming from the roof, but when I called a roofer out, they said the mice were likely in the ceiling. They kindly helped me place some baits. I also contacted pest control, but they said they can't do anything as the mice aren't actually coming inside my house. We still have the noise coming from the ceiling.
My other neighbours are also hearing the noise, but since they're tenants, they don't seem to care. We even offered to place some bait stations for them, but I don't know if they're actually doing it. This lack of sleep is making it hard for my husband to concentrate at work, and it's impacting me when I need to drive my child, who has severe autism, to school. We really want to sell this house, but I don't think anyone would want a house with a mouse problem.I've started wondering what I'm even living for. We got our dream house, but it's turning into a nightmare.I would be grateful if I could hear some advice. Thank you.

I’m sorry you are having rodent issues, but it is not because tenants don’t care. Many of us do. Two home owner neighbours of mine caused me rat issues by poor composting practices and leaving chicken food out overnight. They have now taken action to rectify the problem and my cat has dealt with the rodents.

I'm sorry you are having to deal with this. I had a similar situation a few years ago. My elderly neighbour was throwing bacon fat and bread on his lawn for the birds which attracted rats. I would email the council again if you get no response contact your local councillors. Make sure any small holes or openings to your property are filled with steelwool and sealed. Keep all dry food covered and in sealed containers. Wipe and dry all surfaces no leaky taps for a water source. I scrubbed all my skirting boards with highly scented disinfectant something like zoflora. Rodents hate peppermint and lavender. Cleared away all the overgrown plants and shrubs in my garden I found a few rat burrows in my rockery so filled them in. Eventually the pest control bait worked.
