What happens in this situation?

Male with mental health issues and ASD lives alone in a council flat..

He is now living in worse than hoarder conditions, I'm talking human waste on the carpet and in the sinks, Mold everywhere, maggots, rubbish strewn around all the floors in every room, Rotting food everywhere, Open tins and bottles filled with pee, Glass everywhere etc Access to most rooms blocked with rubbish and piles of clothes meaning it has to be climbed over to get in or out.

He has now been sectioned for a long time and has said he doesn't want to go back to the flat when he gets better, He will be going into assisted living for people with autism.

What happens with the flat? Do the council come in now and do it all? Is it on the family of the guy to do it? It's that bad an animal couldn't live in it, the smell makes you gag when you walk in etc Is there likely to be charges for the council doing it if they do?

I'm a friend of the family just trying to find out what is likely to happen now, his family have tried for years and have tried everything to help him, they used to clean his flat for him but are now older and can't do it anymore and had to stop and this is the result.

It sounds as though it would need specialist cleaners, OP. I would think the council would have to pay someone to do that. Is there anything he wants to keep from his flat? Any documents?
