I have a personal aversion to cutting photos into shapes (I'm old and have too many irreplaceable photos), but many do (in fact, there's a "European" style of scrapbooking which uses photos cut into shapes as a main feature, unlike the "American" style which is what we tend to follow in the UK). So, you do what works for you - scrapbooking is all about what you want to do.
Anyway... it's common to "mat" a photo onto a background, to make it stand out on the page. White or black mats are common (just cut down some A4card). You can use glues or double sided tape, or even repositionable adhesive on a roller (I find this especially useful because I am indecisive!) The whole page is usually constructed on a piece of cardstock, traditionally 12inches x 12 inches, but A4 is also popular (and folders to keep A4 pages in are much cheaper nowadays than the 12x12 albums).
Scrapbook pages usually also have a title, and some journalling, which might just be a few lines - who, what, where, when kind of thing - or might be a longer story, whatever you want it to be. Some people like to keep the journalling hidden, eg behind the photo, to keep it private, in which case you might write it on a separate piece of card or paper and pop it behind the photo (or , more likely, the photo mat), with a ribbon attached to pull it out with.
