A. 2 years service award presented to
(Listing numerous people)

B. 2 years' service awards presented to
(Again will be lusting numerous people)

Are you asking about years vs. years' or award vs. awards?

For the former, I would try plugging different numbers in there and see which sounds better to you.

1 year service award
2 year service award
20 year service award

or

1 year's service award
2 years' service award
20 years' service award

You could argue for the correctness of either, IMO.

Though

1 year service award
2 years service award
20 years service award

would sound a bit clumsy to me.

Award vs. awards, I think you could just pick which sounds better to you.

I think you could say year or years' but why are posters mentioning awards, that's clearly a plural

2 years' service... Means 2 years of service so it's possessive and should have an apostrophe.
