Dreading making this call.. Anyone know what is likely to happen?

I'm moving out of my housing association flat soon, I'm at the stage of cleaning everywhere and painting here and there, fixing the odd flaw in the wall, repairing a door handle that was a bit wonky etc. Also been taking my carpets up.

Issue one: i have lived here for 12 years and the kitchen floor (vinyl) is stained here and there, it would need to be replaced for new person as nowhere near good enough to keep, I have cleaned it best i can but I may as well not have done as it's terrible and also has a tear in it from when i was moving the fridge out.

Issue two which I have only just found out about as i have just got home two hours ago and this is the one i am most worried about..

I had to go away for work for two weeks and just got back, a friend said he wanted to help me out by painting and glossing my hall, stairs and landing so he took the carpet up and got stuck in when I was away. He finished a few days ago and I just got home to a paint crime scene (not sure how else to say it!) paint job on walls and everywhere else is brilliant but he didn't put a sheet down for the floor/stairs/landing so splatters of paint, both emulsion and gloss went all over and is obviously dried in now. I have been trying to get it off since I got home and none of it is budging, not even sure what the stairs are made out of, all I know is they are classed as safety stairs, reminds me of a floor in a hospital or school or a wetroom floor..nothing is getting any of the paint off.

I'm assuming i will be charged to get it fixed by housing association when i leave which is fair enough but i was wondering if anyone has worked for a housing association how much approx it might cost if they do? I'm happy to pay but just trying to get an idea before i call them on monday. I imagine it won't be cheap to fix..

I'm my local authority you have to remove all flooring (which is pretty stupid because new tenants have to replace it themselves). They don't even paint the property, they give you a paint pack which is everything you need to do it yourself.

Have you tried a glass scraper and some cillit bang? I remember doing this in my friend's rental property before she left and we sprayed it first and left it to soak in then just scraped it with a £3 glass scraper from screwfix.

Is it the type of flooring that may be used, or is it designed to be covered by carpet?
I would phone and explain and ask what to do. If it's going to need carpet anyway then it doesn't really matter.
