I would use the exclamation marks too - in the same way you'd say "Congratulations!" in English

Yes, in Spanish there is an exclamation mark preceding and after the exclamation. The same with question marks.

It’s the context of the congratulations. Use Enhorabuena when you’re congratulating someone on an achievement, like getting a new job. ¡felicidades! for general congratulations like a birthday

I agree. I've thought that a lot lately when reading aloud to the kids. It would be useful to know the tone of the sentence when you start reading it, instead of getting to the end and only then seeing the !
