Which would you recommend for 2 adults who enjoy shopping, museums, theatre and nice restaurants and cafe. We don’t drink so we aren’t bothered about pubs and clubs.

TIA

Great shops but central museums not so good. If anything Liverpool is better than both for shopping, museums and history.
Can’t see the attraction of Harrogate, yes it’s a bit posh with expensive shops, there’s some nice civic architecture plus Betty’s and Harlow C gardens/ pinewoods, closeish to the dales, but it’s not that amazing if you’re from down south.

Stayed in Harrogate and didn’t quite get it either.

I like Harrogate. It's a well to do down with some lovely restaurants, cafes, art shops and of course the Turkish baths. The gardens are lovely too. However, I think Leeds is more fun and has more going on. People saying to stay in Harrogate and have a day in Leeds - I'd actually do it the other way round!
