How do you dress toddlers/preschooler in freezing conditions?

I'd appreciate advice on how you would dress 2-4 year olds when it's icy outside. Not just they outerwear, but how many layers (and what they are made from), shoes, gloves etc. 🧥🧣🧦🧤👟

Also would you dress differently for a 20 min walk in the pram Vs them actually walking around?

1 year old wears joggers, socks, shoes, long sleeve vest, big jumper and then either a snowsuit all in one or a big puffy coat with a woolly hat.

3 year old wears woolly tights, a vest, heavy dress with a jumper or cardigan over and a big puffy coat with a hat and gloves. Her boots are fur lined and sometimes I do fluffy socks over the tights!

I used to do:

Socks & pants
Leggings
Thin long sleeved top
Sweatpants
Jumper
Hat
Gloves

Then either a thick coat and boots if just being pushed around, or lined puddlesuit and wellies if running around! He was always toasty when getting the layers off afterwards.

I dress mine in Dilling merino wool base layers so bodysuit and leggings for the 1 year old and long sleeved top and leggings for the 4 year old, balaclavas and neck warners also from here. Trousers over the top usually a loose cord or ski pants if it’s really cold. Wool jumpers on top then down coats and wool gloves. We love on the Irish coast, it gets very cold 😂

3.5 year old; leggings, fleece trousers over the top, vest, socks, long sleeve, jumper, fleece jumper over the top and then coat. Hat and gloves!

This is what we were doing in Paris at the weekend when it was freezing! If she wanted, she could take coat/hat off etc too of course!

Vest, long sleeve top, jumper/cardigan, trousers, coat, mittens & hat. Probably boots or wellies depending if it was dry with ice or slushy. If they were in a pushchair I wouldn't bother with the wellies but would add a thick blanket of footmuff as it's colder sitting still.

This all sounds very sensible. My husband keeps trying to send my son out with a single pair of thin trousers, one t-shirt, one jumper and a coat when there is ice on the floor.
It's difficult to find official guides for this when they are no longer a baby so hearing what others do is really helpful!

I did trousers, vest, long sleeve top, socks, woolly socks, snowsuit, mittens, buff round neck and woolly hat. If it was colder than -10 (remember windchill makes it even colder than actual temp) I would add in woollen or fleece overalls under the snowsuit.
Same clothes for walking as in pram but in pram add a blanket/cosy toes over.

Short/long sleeved bodysuit
Long sleeved thin top or a heavier jumper
Light fleece zip top
Trousers/leggings
Fleece bottoms
Heavy coat or puddlesuit
Hat or balaclava, snood style scarf and gloves

2.5yo and the options are dependent on temperature

Some children do just run hotter than others, if you know they're prone to overheating you may want to go less layers versus if they're a chilly morsel and always feeling the cold worse. If they're in a pram you probably have a blanket as well, or could add one? And coats and jumpers are very variable - a sherpa fleecey fluffy jumper could be super warm compared to a thin sweatshirt, a thin waterproof coat from a supermarket not going to do as much as a sturdy and padded-lined waterproof designed for skiiing or camping.
