Fluctuating ability to drive

To drive legally, do you need to always, every second be in a fit state to drive. What if you have a condition that means you are able sometimes and half the time not able. As long as you don’t drive when you’re not able, that should be ok?

This is fine, I know loads of people who can drive some days and not others due to medical illnesses.

You should check with DVLA, there are some conditions that will mean they reject your application/expire your licence such as some epilepsy and eyesight problems.

Yes that’s what I’m trying to ask. If I have to always feel up to it to be able to drive or if I can have days that I can’t drive and choose not to

I don't quite understand your reason for asking? I drive, but Monday to Friday I rarely do so because I commute by train. There is no requirement to drive on days when you don't want to.

Are you receiving some disability benefit and wondering if being able to drive would affect it? My feeling is it would not, as there are lots of cars with blue badges etc. Disabled people need cars more, if anything.
