Getting a cleaner for a disabled person

Wondering if a relative is eligible for a cleaner or carer type thing from social services? I threw some rancid stuff out of the fridge on Christmas but didn't tell her as she gets defensive and upset. Ancient tomatoes covered in fur and food spilled all over. She can't see to wash up properly and doesn't clean the fridge. I've not told her anything but I surreptitiously clean stuff when I'm there but I can't do more. There's an apple core on the stairs that has been there since March and cobwebs everywhere. She's got lots of time but said she's never in the mood for cleaning. The place is absolutely minging.

She's on universal credit and pip, going to be pension age in a few weeks and crying and panicking because she's been asked to provide marriage and divorce evidence. Always having gastric problems and can't see because of diabetic eye damage and cataracts that she won't have treated because of fear.

You ring your local Central Advice Line for social services and report a concern to get an assessment

They'd be expected to use the pip to employ a cleaner where I live.
No harm asking for a social services assessment and going from there.

Could she afford some help? It might be better coming from someone else. Social worker and age UK may have befriending their services they could direct you to locally?
