How can I help this situation? Unhappy neighbour

I have a 2 year old who likes to stomp and loudly walk and run around and I have no idea how to stop him. He's non verbal and doesn't understand many instructions. I do try to stop and redirect him but there's only so much I can do.

The neighbour downstairs is unhappy and loudly bangs the ceiling to signal for me to stop when he stomps but I don't know how to help it! Doesn't help that the walls are thin too. He bangs when we have guests over but they are all just walking and we are all bare feet in the house.

Any tips? We just moved in a couple months ago and were planning on living here for a few years

Bang back then carry on as you were. If it's normal family life he's hearing he can do one. No official body will support his domination campaign.

Do you have carpets? Can you put rugs down?

You cannot stop him - he is 2. But this situation does not seem tenable as a place to live for a few years.

Genuine question but why did you think an upstairs flat was appropriate with a toddler?

Had to leave the first house in an emergency and this was the first option available

All wooden floor, we have a rug in his bedroom and in the living room but not big enough to cover the whole living room, I'll look into extra rugs though, that's a good idea thank you

I agree. Put a bigger rug down so you can say you've done what you can. Beyond that Mr Thumpy is going to have to suck it up.

Wooden floors are really bad and noise goes right through.

Rugs will make a really big difference.
