Neighbour complaint/noise

Dd lives in a 3rd top floor flat of an old build purpose build flat which has concrete floors . There is a woman who lives on the ground floor and she puts her music on from 11pm through the night till 3/4am. This several times a week. It really lound and keeps dd and her children awake. It vibrates through the whole building. So everyone is effected.

In the past others have been angry and written notes and left them at the building entrance. Along the lines of " who's ever playing that fucking music. Sort it out before I find out who it is and smash your windows"

Dd found out what flat is was coming from and asked the woman to turn it down. The woman started shouting saying she's entitled to have music on . Dd said she's just asking her to turn it down. Chikdrem are trying to sleep and the whole block can hear it. The woman was shouting and saying to dd the whole block talks about you . Anyway in the end she turned the music off .

48hrs later the woman started banging aggressively at dd door and was shouting saying dd cat was bear her flat that's why she plays the music loud she them started saying she was going to call social services. Dd shut the door and ignored her.

Then last night (Sunday) she put her music on really loud again from 11pm onwards.

I for got to mention whem dd knocked on the neighbours door she could see drugs all set out on the table

Well she can play music if she's locked up, if you suspect her of drug dealing call the Police. I'd inform the council of the noise too, you will probably need evidence for that so I'd start recording it when she plays it.

We don't think she's drug dealing . But taking it herself and wounder if this would impact on her reaction and hey concept of reasonable times etc .

Call the council environmental law officer. Make a noise complaint.

Dd spoke to her housing officer they knew who she was talking about. They are going to do a letter sent out to everyone in the block to encourage anyone to come forward who's effected by it. And they will send a letter to the one playing the music to tell her there's been multiple complaints.

this may backfire on your daughter given how loud you describe she is

Dd does not play over the top loud music at all hours of the night/early hours . As I have already pointed out the housing officer knew who she was talking about. Dd has never had any complaints made about her. Other neighbours are suffering as well. This is not down to dd.

There are laws for noise after a certain time, I think it’s 11pm. Environmental Health have got enforcement powers they can use to make it stop, that is who your daughter should contact. It’s likely her and her neighbours will have to do a noise diary. Don’t assume the housing officer will get them involved. Councils are not a well oiled machine! Maybe also get in touch with the Antisocial Behaviour team and see if they can help. ASB will work in partnership with the police.
