Is this normal for skirting and easily fixed with DIY?

Google seems to suggest caulking

To be specific, the property is 9 months old. Skirting boards everywhere around the house are like this

Can I fix this with caulking or is it different to that?

Appreciate any advice - I don’t have any DIY skills but wanting to learn (no idea where I’d start!)

The paint is peeling in places, so this will need sanding before anything else. Check whether the wood of the board in the last picture needs replacing; the last time I had paint peeling like that the wood was rotting underneath. You might have to get rid of the rot, treat and fill the wood.

Caulking should work on the edges if you expect a bit of movement; it allows for a certain amount of flexibility, which is useful for stair edges etc. Use masking tape to get clean lines.

Then you repaint.

What bothers me more about your stairs is that the two skirting board edges at the top don't line up, but with the way your carpet is fitted you can't do much about that without another visual issue appearing.

Yes it's very normal as the property settles. Sand, fill and paint.
