Why doesn’t self employed income count towards the AET on UC?

I don’t understand- if you have a couple and for example one is employed and works and earns over the couples aet that’s fine and accepted and then the other partner is in the light touch / no work required group BUT if the working partner has that same income (or more) from being self employed it’s not recognised and treated like they earn 0?

That isn’t fair ? It’s as if their SE income doesn’t exist when it comes to the AET - and if they earn that then they have proven to be gainfully SE? So why isn’t it counted , but then when working out UC if you then have one person employed and the other SE I expect that SE income would count ? I’m confused !!
