Noise from neighbours upstairs

Someone please offer some advice as I am my wits end.
My partner bought a ground flat in February this year, didn't do her research and rushed into it.
Anyway, her upstairs neighbours are a family of Africans with 2 children. They seem like fairly decent people, don't blare their television or music and the father works. Other than this however, they barely leave their house. Their daughter is 6 years old and never outside, apart from school. I am not trying to tell anyone to parent but even on hot sunny days (few and far between in Glasgow) the children are indoors. Never see friends or them leaving the flat ever. Its bizarre.
The issue we have had is noise from the child running, jumping and ball bouncing for hours on end. We are aware some noise is expected and have both lived in flats before but this child is wired at night presumably because she isn't ever outside apart from school.
We have politely asked them to stop her running after 8pm at night as we are up at 4.30am for work, wrote them a letter and final straw was at 9.45pm my partner lost the plot and smashed their ceiling with a brush so hard they phoned their landlady to come out.
She was extremely condescending and rude and behaved like we were being dramatic. Our dog who is noise sensitive and a total wuss quite frankly, has run off umpteen times and hides in hedges out the back when the noise is bad.
our dog is a quiet little staffy and rarely ever barks and is the most loving dog on earth.
We don't mind a bit of noise we are reasonable people and understand we will hear them, but allowing a child to run riot for 3 to 4 hours every single night is unacceptable.
I imagine sound proofing is poor and the last thing we want is a war as we have got to know surrounding neighbours well and have built up friendships with them.
We have asked them did previous owners mention noise and they said yes but it wasn't the reason they sold. Find this hard to believe.
We are reluctant to involve the council as they're probably not going to do anything about children noise and also it can affect selling in the future.
Since the 3 attempts of asking them to be a bit more considerate have failed, we have taken to fighting fire with fire and every time the child runs after a certain time of night we are blaring music
This is not what I want to be doing with my evenings but I don't know what else to do.

right, so all people from the continent of Africa behave the same? Do you realise how ridiculous you sound? How much do you have in common with polish people, or Danish people, or Italian people?

Patronising guff. No one in any country or culture is exacfly the same but in many African cultures people are loud and expressive and wouldn’t see it as being a problem for anyone else.

This is part of the problem - criticise the behaviour and a lot of white women rush in to accuse or imply that it’s racist. When possible their bigotry of low expectations is.

Why is a child running around constantly for hours? That’s deeply weird. To compare it with a couple of adults getting ready for work early in the morning is very…unserious.

Whatever their ethnicity it’s fucking rude to ignore what I assume were initially polite requests to be a bit more considerate.

But I agree it’s not going to get better. Get out any way you can. You’re out of other options. Some people are too selfish to ever consider others

I really feel for you. For the noise and for the startlingly mean, unkind and unhelpful comments from MN. Shame on you. Op is struggling here and all some of you can do is whine that she mentioned ethnicity.
Grow up or go away. This thread is about helping someone who is struggling.

Sadly, noise, which can be extraordinarily debilitating to live with, is not recognised as a serious problem.
It is.
It can ruin your health and destroy your quuality of life.
Unfortunately neither the council nor the police will help you. I'm very much afraid that if your neighbours are either selfish enough to allow this behaviour to continue or do not have the capacity for empathy, you will have no recourse but to move.
I am so sorry you are having to endure this.

@WomensRightsRenegade I am not policing speech - I am asking why OP feels it’s relevant to say the neighbours are from Africa. Reasonable question.

@IamMoodyBlue grow up or go away? No I wont thanks. The reason people have focussed on the comment about the neighbours being African is that it bears no relevance to what is happening. Of course neighbour noise can be absolutely awful to live with . Nobody is disputing that . But I don’t condone replying with blasting music either . And that’s okay - we are entitled to have different opinions you know , without being told to go away.

The OP has my sympathy. I would hate that noise on and off all the time. It's always risky having people overhead though. And why is such a young kid still running around so late?

She would have had my sympathy, were it not for the blatant racism she’s displayed by relating the amount of noise they are making with the fact they are African.

Maybe I'm petty but if you've asked nicely I'd be inclined to have loud music on when I get up early in the morning and forget to turn it off when I go to work..............
