Another bin one

I live in a flat and all my neighbours are blocks of flats as well. Apart from the ones in my close, I don't know any of them. Anyway for some reason, taking the bins out for everyone has fallen to me (probably because I'm the only one who actually cares) if I don't take them out then they just use the recycling bins for general waste which of course won't be emptied.

It's just occured to me I'll be on holiday when the next general waste uplift is.

Would it be absolutely ridiculous to pop a note through their doors and advise I won't be around so they'll need to take their own ones out. I know from a neighbour who was trying to arrange the grass being cut in the communal area that they're all a nightmare at even answering their doors so I thought a note would be quicker? My husband thinks I'm crazy but there's 10 general waste bins so that's a lot of rubbish!

Because if I don't, they fill the glass and paper ones with their general waste and it absolutely stinks. I know I've made a massive rod for my own back and really wish I hadn't got into this habit but here we are. Maybe them not being taken out while I'm on holiday will be the starter for them doing it themselves. I know I'm an idiot for even worrying about it but honestly the place it's disgusting if someone doesn't take some sort of control.

I've called environmental health about it before and they wont do anything about it as it's on private land. I've also got an issue with one of them flying tipping and nothing is being done about that either. My bedroom is right next to where all the bins are so when it's warm weather it's really unpleasant.

Can you get away with Installing cameras? Are the bins near your front door?

That's absolutely rank especially when you have to live with the smell. I have no suggestions other than if you have some sort of shared mgmt company that you hold an emergency agm and the cost of having the bins emptied and cleaned is shared / billled to the offenders

There must be someone that you can complain to? Who owns the block? Who is responsible for grounds maintenance? Can you report to environmental health? It is a health / fire hazard if nothing else.

I would be tempted to just take my own rubbish to the tip for a couple of months and leave them to fester.

We're all responsible. I'm in Scotland, so if there's no factors then it's down to residents to maintain. My block are all home owners but not sure if my neighbour rent or not.
I know exactly who is fly tipping as they leave their take away rubbish which has a receipt attached and this shows their name and address. Clearly not very bright! I've spoke to EH and given these details along with photos but I've been told they need their own photos as if they use mine and it ends up in court I'll be classed as a witness. It's all incredibly frustrating, especially because we love living here and this is the one thing that gets to us.
These people don't even want to contribute to the cost of cutting the grass which is a fairly large area. They don't seem to realise that if everyone contributed then it would be a couple of pounds at most. But because they don't, the people who do pay are having to pay a huge amount. There's no telling people.

i understand that they could be up to all sorts so the bins seems like a small problem but the issue here is that whatever problem you have there seems to be no support or avenues for you to rectify it so what happens if someone decides to massively cause problems.
you get stuck with it and with no way to sort it then no way to move because nobody else will want it.

but I would check if there are any renters (I’m not able to advise on how) as they can be reported to the landlord so if they are the ones causing the most issues things would hopefully calm down.

The block we're in is actually not the problem. The area where the bins are kept is available for probably 5 or 6 blocks of flats. Some of these people have a small garden and private entry and keep their bins there, everyone else keeps theirs in this gunnell where the issue is. It's a shame because it's a really nice area I live in. There's really nothing wrong with anything apart from the bin issue. So we've no desire to sell.
There is a way of checking if properties are rented and actually the one fly tipping is. But it's a private rent so no details available of their landlord.

I think that should maybe where you try to put your energy then.

there must be a way to find out who a landlord is so you can then make a complaint about all the tenants who are causing issues.

I don’t know how any of that would fix owners behaviour though.
