Requirements for scaffolding

We have a small leak coming from our chimney. A roofer was on another houses roof recently so spoke to him. He has had a quick look and said it's a half day job and won't need scaffolding.

Another roofer we also got a quote from said the same thing. When I questioned if it definitely doesn't need scaffolding he was abit abrupt and said it's not needed but if I want to spend unnecessary money.

Just abit concerned what happens if they had an accident and fell. Would I be liable? Would my insurance cover if they don't use scaffolding? Online seems to give very conflicting advice.

They are offering their services as professional roofers, it's their job and presumably know more about it than you. You can't be liable for their activities unless you've withheld any information that you know could make the situation worse.

We had our chimney repointed and some tiles replaced, the roofer used a long ladder then a ladder that he hooked over the ridge tiles.
I was quite happy as they're professionals, it's on them if they use the wrong tools and have an accident

If they have an accident they would claim on their own insurance. Under these circumstances it would have nothing to do with you at all.

Having scaffolding will massively increase costs. They obviously know what they're doing, let them get on with it and count yourself lucky you've found someone to do any work at all.
