Dog neglect? What to do?

My neighbour has 8 dogs.

Recently split with his girlfriend, he kept all the dogs.

He leaves the house at 7.30am, gets back around 6/6.30. The poor dogs are barking for large portions of the day.

He comes in, let's them out in the garden, walks 2 of them for 30 mins, then he buggers off out for 2/3 hours, comes back and goes to bed, where the dogs are barking into the small hours again.

Apparently someone reported him to the police for abusing them, the police came over and did nothing, but what, if anything can be done about neglect? I read online that as long as they have food and water they wouldn't be removed from him. I'm not over keen on getting too involved as he can be pretty nasty/violent, but this is no life for those poor dogs.

Its absolutely heartbreaking, his girlfriend doted on those dogs and they wanted for nothing, they had attention 24/7 and are now thrown into this world of loneliness and neglect.

(Scotland if it makes a difference).

I would hope sspca be interested in a pack of ddogs being left unsupervised...

It says on their site they can't intervene as long as they have food, water and shelter. They can't do anything about them not being walked either.

It's so distressing, poor things have no life at all.

But you don't know they have food and water.... Alternatively ask for a welfare check on the owner..alone in a home with 8 ddogs going nuts might not be safe... We went camping at a lovely place. A ndn farm was trying to get them closed down. He had 8 ddogs who barked all night. After 2 hours of that fucking din I rang the police non emergency saying I knew an elderly man lived there alone and his ddogs were very distressed. They were out in less than 10 mins. The rest of the holiday was much quieter...
Also does he rent or own? Can't imagine a council or landlord allowing that many ddogs.

Could you contact the girlfriend and let her know.

She would maybe be able to take some of them?

Or is he the type that would refuse to let her have the dogs (especially since she loved them and has left them with him)

What breed / size are they?

I would just make a noise complaint to the council.

It's a housing association house, and I'm pretty sure we are only allowed 2 in there, but he's had loads of official folk over and they have never said a word.

His ex wouldn't be able to take the dogs due to the nature of their breakup and where she currently lives, however there's no way he would allow her to have them anyway, and if she showed any interest he would use them to get to her.

There's 2 xl bully types and 6 small ones, maybe terriers or chihuahuas.

I'll look into a noise complaint, I really don't want anything coming back on me at all though, he's very aggressive. If I could do it and not put my name to it that would be ideal.

He definitely feeds the dogs, I regularly see him take in big bags of food and they look healthy, so I don't think he's starving them or not giving them water.

The noise is the same every day so it would be easy to fill in.

I don't really want to be on the brunt of his anger. He has no problem directing it at women.

Having looked into what it would take to get his dogs removed by the SSPCA it seems ridiculous, he would have to have food and water out and do literally nothing else and be allowed to keep them, so the council/HA will have to be the route I take.

I'll give the HA a call tomorrow and ask a general question about dogs in the property and what the process is, and take it from there.

Does he clean up their poo? Environment health if he doesn't.... And sspca if it isn't cleaned up. A requirement is they have a relatively clean area to toilet...
