Post Office still closed because of Microsoft glitch?

DS had a parcel due for delivery last Wed.

They said it couldn't be delivered because it had a charge to pay (it was from England so we have no idea why)

We went to the post office and they said we need to deal with Royal Mail collection office.
Or pay online.

We can't pay online as delivery was never attempted and so we didn't get a 'grey card' through the door with the amount we need to pay.
So online we have no idea how much to put in the payment box.

We've been on Fri, Sat and Today to the RM collection office to pay/collect and there's just a note on door saying closed due to technical glitch (and it's only normally open 2 hours a day anyways?!)

We've tried ringing and have been on hold over an hour everytime.

Am getting so frustrated, DS spent his whole birthday money on this item :(

You need to deal with Royal Mail. Pop a note through the delivery office door asking them to call you when they're open maybe? Or call Royal Mail customer services. Presumably you have the tracking number if you know it's been held due to a charge? They should be able to advise if you speak to them.
Post Office is a separate company so they were right to say they can't help and you need to deal with Royal Mail.

Your contract is with the company that you paid, so refer it back to them. They should use the tracking number to see where it is and then take it from there. They can send out a replacement item and claim compensation.

It's just a man on Ebay and he has no idea why either.

I can't contact Royal Mail. They won't answer the phone and there's nowhere to 'pop a note through' the place is closed

It's still the seller you have a contract with, not the PO. It's his responsibility. Tell him he needs to get the goods to you or refund your money.

How can he get the goods from miles away?

He's got no more information than I have?

I don't understand why they're still shut when the issues been resolved?

Doesn’t matter it’s not your problem to sort.

Give him a few days to try sort it and then if nothing happens open a claim with eBay

I didn't mean he has to come and get the goods.
As vendor it's his responsibility to get the goods to you. He placed a contract with the PO to do that.

Your job as buyer is to pay him, which you did. His job is to get the goods to you.
If you didn't receive them, he has to either deal with the PO so that they deliver your parcel, or give you a refund because you didn't receive it. The PO's actions aren't his fault, but as seller it's still his responsibility.
