What were they doing there and why (how?!) were they so clean?

Well aware this is none of my business really but I'm genuinely curious!

A couple of days ago I took the DC out looking for fossils on a "beach" nearby. We parked in an empty lay-by and walked across a field, through a small woodland, down a steep path, and then across a reed bed to reach the spot. It's on an estuary so it's very muddy. We were in wellies that were plastered to the tops by the time we got down there.

As we were leaving an hour or so later I noticed two men walking up through the reeds from the edge of the water behind us but didn't pay much attention, assuming they were fellow fossilers. As we were crossing the field they caught us up and were clearly scared of our dog (who wasn't remotely interested in them and isn't a scary breed) so I got her on the lead and let them past, they seemed in a hurry and were talking very fast (not in english, only mentioning this because I didn't glean any info from what they were saying!) They were wearing suits and smart shoes and had not a speck of mud on them. They also both had a hi Vis jacket but were carrying them not wearing them.

We then saw them get in their car which was parked next to mine, meaning they'd arrived after us, walked to the beach, walked back to the car and all without getting any mud on them!!

But...why? There's nothing there except fossils and mudflats. You would only bother going down there if you wanted to find fossils, it's not particularly easy to get to and it's a drive away from the nearest town or even houses. I don't think it was a sex thing because there's plenty of places to hide in the woods without any need to levitate over trek through the mud and surely that would be preferable to shagging on the flat exposed beach in full view of the nearby motorway bridge anyway Hmm

Given the hi-vis jackets, they could be from the Environment Agency or a similar organisation and were looking at the river/ estuary/ riverbanks to assess something? For example, if work is planned on the motorway bridge (which I assume is over the river) and they were having a look to assess where the scaffolding etc would go and whether it would affect the waterway

Edit: just spotted the ‘not speaking English’ part and the smart suits, so the previous poster’s suggestion of overseas developers could be more likely.

Quite clearly they were aliens who hovered to the beach, the 'car' was obviously a spaceship disguised by some high-tech camouflage to fool the human eye.

It won't have been developers, there is literally no development potential. It's tidal mudflats. Not even the most ridiculous development could be built down there, plus the area is protected due to being a heritage site and I think a SSSI.

The motorway bridge is a massive one and has a gantry system underneath for works. Scaffolding would not be a possibility, it's too high and also, tidal mudflats. Lots of the mud is the type it's dangerous to walk on as you'll actually sink.

Environment agency is most likely I guess. You'd think they'd have some wellies though!
