Sikh court to be stablished in London- The Guardian article

I have just read this article and cannot quite get my head around this.
How can any faith set their own court within UK?
The article states the court can issue legally binding rulings. How is that possible if it is not a UK law court? Is that right?
Is this going to be similar to an ecclesiastical court of today? So they keep records of religious marriages, ceremonies and mediate in family matters, like divorce, but they have NIL legal value?
I am rather confused by this...

So there is where I am confused about this. They do say they will be dealing with domestic abusive, substance abuse.. cases. This should fall under a standard UK law court.
And what about DBS checks? And crime statistics? Will the cases these courts deal with be included in those?

By the way, a Catholic marriage HAS to be registered in the civil register to be legally binding. Whether this is done at the very same time as your chirch wedding or beforehand is irrelevant. I suppose the same applies to protestants marriages, but I do not have first hand experience on these.
There are religions that will marry you without the need for the legal certificate (muslims for example), which I do not agree with, because what happens them to the legal rights derived from marriage? The partners will have none.
