Is my landlord doing something dodgy (incometax)

So when I took out my tenancy the estate agent said a requirement was that we pay our landlord our rent and then sned him the money for the council tax .
(This was not included in our rent )

Rent £1.100
Then a separate transaction of
£170

That should have been a red flag immediately, even the estate agent was confused and didn't understand .

The council warned us if he doesn't pay it we are liable .
( he did pay throughout the tenacy ).

The landlord ignored us about multiple issues and failed to fix stuff and gave us the runaround and trying to keep our deposit and we moved due to health problems caused my bad living conditions
Anyway ... he mentioned one time when we asked him why he wants to pay for the council tax , he spoke sown to my husband and said "it's somthing to do with income tax " .

Was he doing somthing dodgy?

This was a very strange and dubious arrangement.

Usually a tenant pays rent and pays their own council tax and utilities. However, your LL’s financial arrangements are none of your business.

Your other issues, given you are now presumably out of the premises, regarding the return of your deposit etc, are an entirely different matter.

Are you registered to vote at the address?

Does he receive any post to the address?

Whose name is the council tax in?

I expect he is claiming to still be resident at the address, using the council tax bill as evidence if it’s in his name.

It’s odd to then use an agent though as usually they’d rent privately.

Although HMRC will account for the additional payment, so it doesn't change his tax position in any way I can see unless he isn't declaring the additional payment. If he gets audited, HMRC have access to bank accounts, so he would be on very thin ice.
