Blown double glazing. Does it affect the window? s

Moved into a housing association property and most of the windows look like this.

Can it be fixed? Or would the whole window need replacing?

Is it worth flagging it or would they say its just cosmetic?

It can and should be fixed (whether the HA will agree is another matter). It doesn't necessarily affect the window, but it depends on what the problem is and how long it's left. For example, we have wooden windows, and if left too long, it can rot the wood.

From my own experience plastic is easier to maintain and replace. If they are fairly modern, a glazed unit can be removed and replaced leaving the frame in situ. It’s not nice trying to look through “blown” windows. I would certainly raise it and see what happens.

They need replacing, they are less effective at keeping heat in once they've blown.

The glazier pops it out of frame and puts new one in, takes about 30 minutes.

I had the same issue and thought I'd need to replace the whole window, but I came across restoration window glass and they managed to fix the condensation problem without taking out the frame. It saved loads compared to full replacement, and the window looks clear again. Definitely worth checking out if the frame’s fine and it’s just the misting that’s bothering you.
