Presume little chance of getting a council house 2nd in line

I just came in second for one council house yesterday and after being first in line for another I really liked the look off I dipped to 2nd just before closing. So I'm 2nd in line for 2. I am in band 1 (top band) as I'm in hospital. I bid on basically every property and these are the first I've come 2nd in I know people do refuse properties but I know the people above me will be in band 1 as well and you get taken off the housing list if you refuse the property (unless for a medical reason) so I presume the chances are slim. I'm So ready to get out of hospital. Anyone experienced similar?

You maybe in one now but the last house I went for it turned out I was third in line and for various reasons the first two either refused it or didn’t turn up to view it so I eventually got it. It was a good house and once I’d moved in found out it’s was a great area to live although on the outskirts rather than central so no idea why others didn’t want it!

I thought I was definitely out when I found out two people were ahead of me but as it turns out you never know really.

spent over 10 years there with never a problem!
