How do I remove this mould from my walls ?

I moved into my house in November
It's a h/a property
I've reported missing tiles from roof but it's been 5 weeks and not fixed so pointless reporting it.
This is my bedroom cupboard
How do I clean this ?
Can I block this vent up?
Upstairs is freezing even with heating on full

It’s likely a ventilation issue. Can you open a window or use a dehumidifier? The mould removers are east to use and work well - Mr Muscle or Cillit Bang
