I have a preschooler who is pre verbal, it is likely he will always be dependent on technology to communicate for him. He is currently using a simple communicator that I can record on, he then presses on it to activate it and it plays back the recording. He has been using it to say simple things like "Hello" and to tell his news at nursery but we have just moved on to reading books (he is also blind so he hasn't had much interest in books). He has mastered pressing his switch for the "That's Not My..." range of books (I am so very proud of him as he also has involuntary movements yet he very definitely holds back on pressing until the appropriate time), what other small children's stories are there out there that have a repetitive line on each page (extra points if the books are tactile as it really helps if he can feel the pictures)?
