Eva Ibbotson's books like The Secret Countess and The Morning Gift.

She might enjoy Laura Wood's books too.

And I loved Maeve Binchy's 1950s set novels as a teen.

Holly Bourne is always good, they often have a more feminist/political angle but a lot have romance included
