Worried about next door's cat

We are in a block of flats on the first floor, and our neighbour across the hall got a kitten a few months ago, not sure if it would still technically be a kitten but it's not an adult cat yet! (We don't know them but have seen it look out of the window.)

Last night I heard the cat constantly meowing, and we never hear it otherwise - I could hear it through the walls this morning when I left for work. It was still meowing this morning. DH says "it's just a cat, it's what they do" but I cat-sit occasionally for people and it's unusual to hear a cat doing that unless it thinks someone's about to come through the door to feed it.

I doubt any other neighbours are looking in on it - there's been a few complaints about loud music/weed smoke from the flat and they haven't been very amenable to sorting that - and they don't pick up their post for weeks on end so hard to judge if they're just gone for the weekend or not. DH says "not your cat, not your problem" but it's bothering me. Am I just worrying over nothing?

Are the neighbours in or is the cat home alone?

If you think it's been left alone for longer than 24 hours call the RSPCA and explain the neighbours are away and you don't know when they're coming back and you have a concern for welfare.

If it's home alone it's probably meowing because it's hungry, thirsty and needs the toilet. I couldn't ignore that I'm afraid.

Neighbours appear to be out. Came back from work and it's still crying.

I mean when we moved house our adult cats went though a faze of some horrible meowing while they were being kept in (we have a catio now) we had to go and apologise to the neighbours. Sounded like the poor thing was being tortured but alas she was just not allowed out to chase birds

It may be in heat, they will yowl almost constantly when in heat sometimes.
