Who regulates fishing boats and bycatch in the uk?

Yesterday we were at a fishing town on the east coast of England and saw a couple of small fishing boats moored.

They both had starfish - and bits of starfish - all over the floor of the boat, some of which were still alive.

I found this so upsetting, and wondered which regulatory body is in charge of fishing boats, and who I could complain to. I've googled but can't find anything helpful.

That would be either DEFRA or AIFCA. However given starfish (depending on species of course) but they are unlikely to protected and so not much to be done really

Commercial fishing is environmental vandalism. Those boats must have been dragging the seabed for shellfish (can't remember what it's called). It lays waste to vast areas of sea bed and should be banned. I doubt defra or whoever will do anything, the best thing you can do is read up.on fishing methods and sustainability and stop.eating cheap fish.
