I'm looking at EPC ratings for the block of flats where a family member lives. The block uses a Community Heat Network, and the Main Heating Control is the same for all the flats - just thermostatic radiator valves (no room thermostat) and flat-rate charging. The vast majority (93) of the EPCs for the 100 flats have scored this as "Very Poor", with just 7 outliers scoring it as "Average". This may have helped to raise the EPC rating for my relative's rental property from an F to an E, making it legal to rent out, but I'm concerned it may not be correct.
My questions:
- Are Community Heat Network controls assessed independently for each individual property, or is there some sort of scheme-level rating that assessors are meant to use?
- If it is done individually, what guidance do EPC assessors follow when assessing the main heating control? I'd like to find it online if possible.
