Will the RSPCA do anything about this ?

Small dog being kept in filthy conditions, exposed to awful levels of cigarette smoke, being shouted at for nothing and it's friendly disposition has changed, it seems more nervous. I've been told by owner she is going to leave it overnight to go somewhere for one night but the journey is 3 hours either way so likely to be much more then just overnight as you wouldn't go somewhere just to spend a night in a hotel, you are likely to want to spend some of the next day there too surely ( seaside town ). Owner has addiction, often does not let dog out and then screams at it when it poos in the house. Is rarely walked. Will they investigate without evidence of physical abuse ? I am beside myself with worry that it is going to be left alone for potentially 24 hours with no access to get outdoors. Will they do much if I report?

Do it. You're concerned enough to post here then they should have an interest to get involved

If it has food, shelter and water the rspca will not do a single thing. They are a sham of a charity.

Agree, the RSPCA will not do anything. Can you contact the council? or climb over the fence while they are away and steel her, I'll take her in, poor dog.

They won't. They won't step in until there's absolutely no other option, providing that the animal has managed to stay alive against the odds. Absolute shitshow. At least then they can use it for appeals for donation funds.

It's worth at least trying the RSPCA as they may send someone to investigate and even if doesn't meet legal standard of neglect to remove, sometimes the owners are willing to sign dogs over as don't really want them. Otherwise I guess only the other option is the calling councils dog warden.
If you think she doesn't want the dog anymore, it could be found a rescue space.

I lived next door to someone who mistreated their puppy. It was left outside in the winter in all weathers over a 2 month period. I used to encourage the puppy to come into my garden and then take it into my home. I contacted the RSPCA who visited and told the woman the puppy needed proper shelter, food and company. I received a note through my door telling me to stop interfering - or else. The final straw for me was when the woman had been away over the weekend, then returned home with friends and didn't let the puppy back into the house. Our kitchens faced and I stared into her kitchen until she looked over and I said 'What about the dog?' She said 'Don't worry, I'm getting rid of it'. She did, but probably not in a caring way. What a sad life for that lovely puppy.

You were right they didn't want to know.

I too feel jaded about them after a recent incident regarding an injured stray.
