It's a difficult parking one!

Apologies for the diagram, it's not very good!

My parents live in a little cul de sac of council owned bungalows with a 3 bedroom house which is used by a disabled man who is in supported living. The last resident there was lovely and was adopted by all the retired people. Unfortunately he moved (don't know why).

The new resident's mum has built a fence around the paved side garden where the previous tenant parked and has had the council put a disabled parking space on the narrow road outside the house. Now obviously we don't object to a parking need however, they chose to remove access to their own space which was easily accessible. Also worth noting there is another garden area so still have access to nice outdoor space.

So, the parking bay is directly opposite the gate of another resident who uses a mobility scooter to get around because she is unable to walk due to arthritis in her knees, back and hips. Other residents regularly require ambulances which will find it difficult to get in because of the way the road curves and it's narrowness.

My parents have asked if the disabled space can be moved because they are worried about the access arrangements for others and were met with a barrage of abuse from the residents mum while shouted out of the window they are all old cunts who should die. They have been told they are disabalist and nimbys and several other obscene names by these people. Which is laughable as my mum, and several of her friends in the cul de sac, are registered as disabled, require carers, and have blue badges. It's not a question of lack of parking either as most of the residents don't drive so there are 10 parking bays in the street and plenty of parking on the side of the community center (cs).

The Bungalows are B, residents community center is CS, parking bay is hatched area and the Bungalow with path lines outside the one with most problems.

Is there a way the other residents can have the bay moved? There is a space at the side of the house which they are happy to leave for this family but they are saying it's not good enough. It's not a physical disability so he can walk unaided but has little spacial awareness and has no sense of danger so appreciate that a safe space is needed, the one suggested is right beside his back door nad has arguably easier and safer access.

Please be aware this is in no way a disabled bashing thread, this is about making sure all residents can safely access their properties.

The council wouldn’t have put it there if other vehicles couldn’t pass it and get into the street so an ambulance will get in fine. I’m assuming the bin lorry can get in? if so then an ambulance will definitely manage.

If the bin lorry can get down the road then the person opposite with the mobility scooter shouldn’t be restricted access wise at all.

If they don’t want to park on the paved bit of garden as the previous tenant did that’s up to them tbh, it’s their garden and, as the council have given them a disabled parking bay, they’ve decided it’s in an appropriate place. The fact that you mention he doesn’t have a physical disability grates a bit tbh. Just because he can walk unaided, doesn’t mean the space shouldn’t be as close as possible.

You would have to speak to the council directly though to see if they will relocate the disabled bay.

There must be room for another vehicle to pass if there is a car parked in the disabled bay so nit seeing the issue at all?

If a van /bin lorry can get down then its no problem.
Council wouldn't put a bay where access issues would be caused
