Realistically what can I do? TW abuse

Name changed for obvious reasons. Will try to be as concise as possible!

I have a family member who has been with their ‘partner’ in and off for 14 years. They have 1 child who is 10. She met him when she was 15, he was 18. Over the years they have had the most toxic of relationships, physical abuse on his part, financial abuse, emotional abuse etc. They been very on and off, he’s had several relationships in between. Their DS is such a sweet boy. I can’t emphasise enough how toxic and volatile their relationship has been. My family member and her partner has bad mental health issues, take recreational drugs (smokes weed in the house) and are generally very erratic. They had social services involvement when DS was young but nothing since, he does well in school, is very sociable etc. She has good family support from all of us but over the years several people have stepped in when things have got too much but when things are ‘good’ she will not hear a bad word about him. I am not close to her really due to an age difference and have always kind of been on the edge of any relationship with her so didn’t really know the full extent of what has gone on.

They are back together again and have gone to Greece for a fortnight. They have been there for 1 week and today her mum has rung me crying. My family member has rung her and said her ‘d’p has been abusive, screaming at her infront of her ds and other people, has taken their passports away, has the bank card so she can’t access any money, has been very volatile on this holiday and today he dragged their DS by his feet when he wouldn’t do as he was told.

I am absolutely distraught. That poor boy. They have 1 more week there and I suggested one of us gets on a flight and brings them home but with him having the passport and relatively with money/work etc it’s not really doable. I am going to ring social services but what do I say, I have no proof of this, do I just report my fears? Do I ring the police, the school?
