I can't remember if I've seen it here or Reddit but - he looks like he has FAS. His eyes are on either side of his skull.

If he does get bitten by a dog the dog will be put down and he will escape Scot-free. Again.

Could be trespass but apparently if there's no signs telling people to keep out, legally it's fair game according to the youtubers I've found out about through work, they walk into businesses and upload what they find/people's reactions to youtube.

I’m quite enjoy watching this play out publicly as it’s what’s been ignored for so long societally.

Through austerity and the subsequent massive police cuts petty criminality became a civil issue. Police decided to concentrate on policing Twitter amongst other worthy causes. Now we have an adolescent who is showing up the issues we have accumulated along the way and it’s a fucking embarrassment to the government. Good!!!

Let them scramble around to try and sort it out and maybe along the way they might realise this is a problem not just with him but the tens of thousands of similar minded people that refuse to conform to societal norms in this country and get a bloody job and contribute.
