Help me work out who this mystery visitor is!

We live in a cul-de-sac with about 15 houses in it and for the last 3 years, a car (think Fiat Panda) visits the street every weekend and sometimes midweek around 10-11am. It's a disheveled male, late 60s driving with the windows down and he's always smoking a cigar. He comes into the cul de sac slowly turns round has a look at the houses and then drives off and carries on in the same direction he was going so doesn't use the cul-de-sac to turn around! What could he be doing?! Initially I thought he might be collecting things people leave outside their houses but when stuff is there to collect he never takes it. He always has the seats down in the car and from what I've seen there's nothing in there. Today I managed to catch him turning round in our road for the second time this morning and went out and asked him if he was looking for something. He stumbled over his words and said he was looking for number 47 which is in the next cul-de-sac down and was delivering meals to old people. He then became flustered and drove off! 47 isn't in the next cul-de-sac down and given he's visited the street for 3 years or more you think he'd know that? So bizarre but there must be an explanation, what could it be?

Thanks everyone, some interesting theories! We know everyone in the street and have asked a few, everyone comments it's weird but they don't seem too bothered.

He's always quite quick and you don't usually have time to catch him hence why it's taken so long. I did try and follow him in my car once but lost him, he didn't go down the next cul de sac that time. I've stood at the end of the street and watched him go and he didn't go in the next cul-de-sac that time either.

There's been scrap metal out and he's never taken it.

Guess it could be a memory thing and wants to revisit his old house or people he knew. I'll ask around as there are people who've lived there since the houses were built in the 70s.

The mystery continues...

Well he came up with an excuse as I assume he didn't look like he was delivering hot meals to the elderly.
So he didn't have a genuine reason that he was willing to say. If the seats are down perhaps he is looking for stuff to pick up skip diving route and he just drives round locally on a weekend?
It doesn't sound like he's an evil kidnapper if he's been cruising round for 3 years someone would have had something to say if there were any incidents. You can't fart round here without someone posting on the FB Community page.
You could go full stalker mode and wait in your car ready to follow him out next time he comes. You could post something innocuous on your local FB like " Does anyone know the chap in the white van who I think collects scrap on the weekend as I have a few bits"
I would be so intrigued to but maybe he is just reliving some memories.

Can you hide in a drain next weekend and quickly glue an Air Tag to his car as he drives over you, then track him to his lair?

He’s a DWP informant making sure a disabled person on your cul de sac isn’t doing jumping jacks on their roof.

some suggestions here are bizarre. This sounds like it’s part of a routine. For example he visits a grave then drives home and nips into your street because he has happy memories there.

We used to visit my gran’s grave then go for a walk - her old street was on the way and my mum would drive down it for old times sake.

it has to be something sentimental like that. It’s been happening far too for it to be someone looking for scrap metal or a private investigator.

I drive down my street every week when I was sale agreed on the house before I got the keys. I am sure the neighbour noticed me driving by my new house slowly!!! Probably for about three months. Too short to explain this though.
