I do a litter pick in my local community regularly.
There is a WWII memorial in our village park/garden square.
Every year, close to Remembrance Sunday, the local parish council, assorted local dignitaries and major-domos, and primary school children from the local school gather to place wreaths on the memorial.
Realistically, the wreaths last a few months before they start to deteriorate due to UV from the sun (the wreaths are made of plastic).
By this time of year (6 months later), the wreaths have deteriorated considerably, and every time a local chow or dachshund knocks the wreath, bits fall off it.
I think the wreaths should be thrown away at this point in time.
What is the correct etiquette?
