Weird thing happened in our garden

We live in a Victorian terrace with a roof terrace above a kitchen extension, accessed by steps from the garden. Three of the steps bolt on and off, we remove them to get to our external tap if we need to water the garden, as this is on the wall underneath the steps. Our roof terrace borders that of our neighbours, an elderly couple who we are friendly with. The terrace doesn’t directly connect to our other neighbours (converted flats) - there’s a few feet gap between our terrace and the external staircase to the upper flat. I should probably attempt a diagram.

Lived here 6 years, no neighbour issues at all. Generally quiet.

Yesterday we heard water running. Husband went out to investigate and found the external tap was turned on. When he went to unbolt the steps to get through to it, he found that someone had pushed a screw into the step which he had to remove before he could get through to turn the tap off.

Our garden is generally secure with tall fences and our back gate was bolted.

I am 🤔 about who has done this, how, and why.

We have put up a cheap camera on the terrace now (can’t currently afford a proper security system) and luckily we aren’t on metered water, but I think what really bothers me is why someone would go to this sort of trouble, and what other unpleasant surprises we might come across.

Help settle my mind!

Do you have a Hozelock attachment on your tap? (Can't quite see)

I reckon someone (window cleaner or workman perhaps) spotted your tap, took one step out climbed through and attached hose. Popped step back and re-attached. Took hose over fence to do (whatever). When finished / upon hearing your return yanked the hose off (those hozelock connectors aren't that secure)

To reattach the step. Knowing that if the step is back in place, if he heard you come back he can quickly yank the hose off and pull it over the fence, and you'd be none the wiser (other than a running tap)

Sorry but all the suggestions so far are too weird and implausible. There has got to be a simpler one. The simplest one must be that you’ve both been tidying up the garden after winter, one of you turned the tap on at some point, the other didn’t know the tap was on, didn’t hear it as noise was obscured by something else (leaf blower, lawnmower etc) and screwed the steps back on. Later that night you suddenly become aware the tap is still running behind the steps.

This makes absolutely no sense. Even if it were possible, surely he'd have just pulled it off and risked dislodging the step rather than screw it on and make it more obvious?! Plus if he got caught he'd look even more of an arsehole for drilling into OP's step. Not to mention I'm sure she'd have noticed a hosepipe trailing down her drive upon her return 🙄

There isn’t an update as nothing has been captured on camera - all has gone quiet. Only a brief clip of a pigeon, which I’m afraid isn’t very exciting!

The screw shouldn’t be anywhere near the step - they bolt on and off. We haven’t used the tap for months, so it definitely wasn’t us (we’d remember!)

I absolutely think this is the most likely explanation, although it’s a close thing between that and a demonic entity with a screwdriver complex. If we ever get any other clues I will update!
