Should I be concerned about this man?

I picked up my kids from nursery today. I parked in my usual spot. There was a man sitting inside a car outside the nursery. He scrolled his window down. I thought he was about to complain about my parking (I am not the best parker in the world).

He shouted quite aggressively:"Would you mind stopping looking at me when I'm parked here". I then said something to him, which I can't remember (I was kind of shocked, as I wasn't looking at this guy at all). He then either said :"I think you're here to pick up a baby" or "I am here to pick up a baby".

I mentioned it to a nursery worker and she said it is a neighbour of one of the kids in the nursery, who sometimes picks the child up.

I am quite nervous picking up the kids tomorrow in case he is there again and has a go at me.

Should I be concerned about this man or am I overreacting?

But I wasn't staring at him. I parked my car, hopped out of the car and walked towards the nursery door.

Maybe I inadvertently looked at him when I was parking to make sure I didn't hit his car? I can't remember. Do I have to look at the ground in order not to cause any offense? I look at so many people every day for a few seconds, often without being aware of it. I think it's quite normal.
