Can you get sedation for a filling at an NHS dentist?

You will have to be referred to a specialist provider , very often in community dental service.
The wait will be quite considerable ranging from months to years depending on area.

DD was referred for an extraction. She’s in the Bedfordshire area and is referred to Cambridge. Extraction date is next week and she’s waited a month.
This was NHS.

Not routinely. If there were a medical reason why full sedation was required for one then generally you'd have to be referred elsewhere and have it done. I do think it depends what the situation is with the tooth and any relevant medical circumstances etc.

It's for an adult and it's because the dentist appointment is 15 minutes so they don't let the local anaesthetic take effect enough so patient can still feel a lot of pain

I get sedated for everything, nhs. Always have. Totally doable if needed and you have an nhs dentist who offers it and the patient needs it

A dentist should not be working on your tooth if the local anaesthetic hasn't worked. There are several reasons why there may be issues as explained here but please just find a better nicer dentist. You don't have to put up with that.
