Is this cruel to these cats?

I have visited a client today in a professional capacity. She has 3 indoor cats and 3 litter trays, each of which was full to the brim with cat poo. The whole house smelt horribly of cat urine.
There is a social worker involved, who I have reported this to. He says that he will ask the client's carers to remind the client to change the cat litter trays more regularly. The carers call every other day.
My question is that do you think that this is cruel to these cats? They are clean animals by nature and I feel that it is not fair on them if the cat litter trays are not emptied.
If the social worker does not manage to improve this situation, should I be reporting it anonymously to the RSPCA?
I would appreciate your views on this.

Yes very cruel. I had to clean my neighbours litter tray when she got rushed into hospital and it was in a similar state, full of poo and sodden with urine. The poor cat scarpered as soon as it got the chance to escape the house. There was poo all over the house too; that's the way cats say "Something's not right".
My cats who get their tray scooped the instant someone uses it.

My tray is scooped morning and night.

If the cats are urinating outside the tray it's a sign of high stress.

I would say it is cruel and abuse if nothing is done immediately to change the situation.

Indoor cats need their environment to be clean and inviting and stimulating.

Yes, it’s cruel. My boy prefers to go outside in his favourite bush but when the weather’s bad he uses his tray. If it isn’t clean and it’s raining outside he gets really radge; tearing round the house.

It’s only happened a few times because we tend to keep on top of it, but in the recent bad weather it needed doing much more frequently.

Indoor cats trays should be scooped daily.

It is cruel and the cats will be feeling very stressed out by this. In my experience the RSPCA will do nothing because they only care if an animal has no food and water, regardless of the other conditions it is living in. So frustrating. Do report it though just in case.

It's certainly not ideal but IME the RSPCA has much bigger fish to fry and probably won't do anything. Better support for the owner is the best way forward.

Please report it direct to your local RSPCA branch - not the general RSPCA number or website.

You are kind to care about these cats. You are a decent person but, realistically, this is not uncommon. There are millions of homes like this in the West where there are several cats in the home (multi-cat homes) and the litter trays are not cleaned properly. And the RSPCA would probably not do anything about it because it is not cruel enough. That might sound ridiculous but I guess the RSPCA have to prioritise and this sort of cat abuse rather than strictly speaking cat cruelty is not severe enough upon which to take action.

My neighbour has 10 cats with the same sort of problem. I have struggled about reporting them to the RSPCA or not. I have not reported them partly because I don't think the RSPCA would do anything and secondly because it would create an enormous commotion between me and my neighbour which is something that nobody wants to endure.
