Noisy neighbour help!!

Hi everyone need advice, I don’t know who to speak to as I’m my own landlord to my property. The building holds 5 other residents. We are ground floor and our neighbour above is causing us a bit grief. We are aware she is a council tenant (we know this as the last neighbour was council tenant and got evicted for anti social behaviour).
We have a 3 month old baby and this neighbour is early 20s who likes to party. She comes home at 4am with other people and blasts music, shouts loud, shouts when she is on the phone, has visitors around 8pm, her 2 year constantly bangs (I know that can’t be helped but the child wakes my baby). My husband has went to her door 4 times now and each time the girl gives ‘reasons’ to why she’s noisy. I just can’t cope with this on top of my PND!!! I have went to her door tonight and she ignored me! My baby is screaming in the middle of the stair! What can we do? I can’t do this :(

Contact environmental health at your local council . They can measure the noise and provide evidence to the council landlord as she will be breaching her tenancy with the anti social behaviour .
in reality though people like her don’t care how she affects you and she won’t stop . I’d look at moving somewhere more peaceful .

I have a similar issue with a noisy couple who live above our flat. They are in their late 20s/ early 30s and have a 9 year old child. They stay up until 2am every day (later at weekends) gaming and playing loud music above our bedroom. There are also motorbikes pulling up to the house in the early hours and I dont think they are delivering pizza!!? They also go out late at night leaving the child alone in the house. We rang their doorbell to ask them to turn the noise down but they ignored us and turned it up, I have banged on the ceiling out of frustration and have complained to their landlord to no avail. So we have reported it to the council. The environmental health officer came to our flat to witness the noise and also went to their flat to agree how loud they should have their music. Instead of doing anything about the noise issue the officer told us ringing someone's doorbell and banging on the ceiling is anti social behaviour and we should be careful not do it again!!!? The noise continues...
