Refusal to recycle - can anything actually be done ?

If a household refuse to recycle can anything actually be done to make them ? Are councils even interested and can they enforce it ?
We are given various bins and a container for food waste so it’s probably obvious that one house is only using a general waste bin but do the collectors report this kind of thing or is it just personal choice and some people don’t recycle ??

3 litres of water is about 5cm of water in the bottom of a standard washing up bowl? I'm not sure that's enough to wash a mug and spoon, never mind a whole day's household washing up Hmm. Also don't forget the water/carbon footprint of the tea towel and washing that too Grin.
It's counter intuitive but a fully loaded dishwasher is slightly more efficient at washing up even including manufacture. (According to Mike Berners Lee)

We have so many it's ridiculous. There is a bag for tins, plastics, foil and aerosols, a box for cardboard and paper, a box for glass bottles and jars and a food waste bin. This week only the bag and box for cardboard/paper will be out as there is only 1 bottle to go in the other box so will leave that this week. There is nowhere for the food bin to be stored out of my house and I refuse to have rotten food in my kitchen all week so that all goes straight out into the refuse bin.

Not in my bowl it isn't, with plates and such in the bowl, 3 litres is almost over spilling and is plenty to wash up.

Weird that people get so tetchy over their use of an electric device... Almost like they understand that a dishwasher uses far more electric than washing by hand does but they have to justify it somehow...

We aren’t provided with recycling bins only general waste for the block of flats I live in. I don’t drive so a local recycling centre isn’t an option for me and I don’t believe I should be fined for something I’m not provided with and don’t have access to. I can’t drive as I’m epileptic as well so it’s not a choice
