Will Banning no fault eviction mean can't sell?

Late Dad's flat has high freeholder costs so temporarily renting out at below market rent while sorting probate.
Tenants on a rolling contract, does this mean we can't give them notice when it's time to sell or that we have to give notice immediately?

Proceeds of flat will be split when sold ie no one person inheriting flat.

However you can still sell if it were to go ahead, it will just be with a tenant in situ. You will have a smaller market of investors only if that were the case, or you could offer them a cash settlement to leave. This is quite far off and it isn’t just going to be overnight thing that they are banned and I believe if it is enacted there will be a middle ground of s.21 being 6 months notice before being banned. Leave them on a rolling tenancy for now and then just serve s. 21 notice when you need.

@WhatToDoBiscuit it was proposed to be table this year by Boris Johnson’s government however Liz Truss’ government aren’t interested in pursuing it at the moment and have reportedly shelved the idea according the Times so I wouldn’t worry for now.
