Insulating the house - asking for trouble with shutters AND curtains?

We have blinds, not curtains, on our slightly breezy single glazed Victorian sash windows, and up to now have used window film during the winter. This year I want to properly insulate the windows though (can't afford secondary glazing or new double glazed windows).

I got a thermal door curtain on Ebay last year for the v. draughty front door, and it made a big difference, so this year the plan is to find on ebay/make thermal curtains for the whole house.

But I've also always loved shutters and have seen some very doable videos on YouTube for making shutters that I'm pretty sure I can follow, esp. as Wickes will cut sheet timber to size for you, so I could get them to cut my panels, which is half the battle.

BUT my windows are not recessed, which means the shutters will fold out onto the wall.

Has anyone got UNrecessed shutters like this with curtains though? Will be be an utter pain in the arse? Because presumably it means lifting the curtains up slightly every time I want to close the shutters.

So the shutters would fold in flush against the window, and then be covered by the curtains when drawn.

I think the curtains might snag on the shutters. If they are on a curtain pole and so slightly more away from the wall, that would help. But that gap would mean they're not as insulating.
